Larry Gregory
Larry Gregory is the executive director of the Mississippi Gaming and Hospitality Association. Gregory is a long time veteran in the gaming industry management profession. Prior to joining the MGHA in 2011, his experience included all facets of gaming management, including:
- Executive Director of the Mississippi Gaming Commission (MGC), 2001 – 2011
- Deputy Executive Director, 1998 – 2001
- Chief of Staff, 1996 – 1998
- Deputy Director of the Mississippi State Personnel Board
Honors & Education
Gregory received a Bachelors of Science Degree in Political Science from the University of Southern Mississippi, and a Masters in Public Policy and Administration from Mississippi State University. He also received a Certificate of Paralegal Studies from Mississippi College. The International Masters of Gaming Law named Gregory 2005 Regulator of the Year.
Deputy Director
Allen Godfrey
Allen Godfrey is a Certified Public Accountant and holds a Bachelor of Science degree in Business Administration from Mississippi State University. Mr. Godfrey began his career in gaming in 1991 as a Tax Auditor with the Mississippi Department of Revenue. He first came to the Mississippi Gaming Commission in 2003, serving much of that time as Deputy Director. Allen Godfrey served as Executive Director of the Mississippi Gaming Commission from 2011-2021.

Mike Buffrey
Mike Bruffey serves as the Vice President General Counsel for Island View Casino Resort in Gulfport, Mississippi. He began serving as MGHA’s Chair in 2025. He formally served as MGHA’s Deputy Director from 2014 thru 2022. He was appointed to the Mississippi Legislature’s Task Force to study online sports betting in 2023 as well as the Governor’s Task Force to Restart Mississippi following COViD-19 in 2021. He has written many articles about the gaming industry, spoken to various groups about the importance of the industry and has served as editor of MGHA’s annual State of the Industry Report for numerous years. Bruffey and MGHA’s executive director, Larry Gregory, have provided responsible gaming training to the casino operators around the state.
As an attorney, Bruffey has over 25 years of legal experience in the gaming industry. Bruffey is a graduate of the University of Southern Mississippi and the University of Mississippi School of Law. He resides in Biloxi with his wife (Ann) and together they have three children (Jacob, Julia and Emma) and one grandchild (Camille).

Roscoe Greene
Roscoe Greene serves as President and General Manager for the award winning Harlow’s Casino Resort & Spa a Churchill Downs Incorporated property. Before being named President and General Manager in August of 2016, Roscoe served as General Manager for Trop Casino Greenville and was responsible for the day to day operations of the property.
Roscoe, a gaming industry veteran began his career in Las Vegas, Nevada and over the course of time progressed through the rank to the level of Sr. Vice President. Greene, went on to become Sr. Vice President and General Manager for Caesar’s Entertainments, Bally’s Casino New Orleans and later oversaw day to day operations for two other Casinos’ in the Chicago Land area.
With a track record of helping to lead organizations and turnaround under performance. He’s been able to use his natural leadership skills as well as creative thought process to generate new strategies for improving operational performance, harnessing the talent of his team to improve overall productivity and performance.
Roscoe genuinely believes in Social Responsibility and has maintained a strong involvement and commitment to community and governmental relations. He currently serves on the Board of Directors for the, Mississippi Gaming and Hospitality Association, Boys and Girls Club of Washington County, Washington County Economic Alliance, and the United Way of Washington County MS.
He attended the University of Nevada Las Vegas and Aurora University, Aurora IL., majoring in Hospitality Management and Business Administration.


Treasurer
Bill Belcher
Bill Belcher is Vice President and General Manager of Hollywood Casino Tunica and 1st Jackpot Casino Tunica. A US Navy Veteran and 32 year veteran in the hospitality industry, Bill joined Penn Entertainment in 2008 as the Golf Operations Manager at L’Auberge Lake Charles in Louisiana. He left the property as the Vice President of Resort Operations 9 years later.
Bill also served as the AGM at Hollywood Casino Charles Town in West Virginia, Vice President and General Manager at Retama Park in San Antonio TX., Vice President and General Manager at Zia Park in Hobbs, NM, before moving to northern Mississippi in early 2023. Bill is also a board member of the Tunica Convention and Visitors Bureau.
Bill resides in Byhalia MS with his wife. They have one daughter and four grandchildren.
Secretary
Jonathan Jones
Jonathan began his career with Caesars Entertainment in 2005 as a President’s Associate at the Harrah’s property in Laughlin, Nevada. He then spent time in Las Vegas serving in a variety of marketing and guest-service roles before becoming Director of Database Marketing at Grand Biloxi when it reopened in 2006. Jones then held a series of leadership positions including Executive Associate to the Central Division President in New Orleans, Vice President of Casino Marketing and Continuous Improvement Site Leader at Harrah’s St. Louis and Vice President of Operations and Assistant General Manager at Horseshoe Southern Indiana, just outside Louisville, KY.
Since his return to the Coast, Jonathan has led the Harrah’s Gulf Coast team to many achievements including top rankings in Caesars Entertainment’s guest service program as well as Mississippi Business Journal’s Best Place to Work for 5 consecutive years. In 2014 the property was rebranded from Grand Casino to Harrah’s Gulf Coast, and in 2016 completed a full $14M hotel renovation. In 2017, Jones brought the addition of The Blind Tiger restaurant and a Starbucks, followed by the addition of The Book in 2018 and the 406 Club in 2019. In 2023 the casino underwent a complete renovation, adding new food outlets and a new High Limit gaming space. In 2025, Harrah’s Gulf Coast added Sizzle & Salt, a Tex-Mex restaurant and began a comprehensive hotel refresh.
In addition to his service to the Mississippi Gaming and Hospitality Association, Jonathan has served on the Boards of the Humane Society of South Mississippi, the Mississippi Economic Council, Gulf Coast Business Council (current Board Chairman), the Mississippi Gulf Resort Classic Foundation (past President), as well as the Caesars Foundation and former board director for a for-profit venture, Parlay Solutions. Having been named a Top Ten Business Leader Under 40 in 2013, he also recently received a Community Leadership Award.
A native of New Orleans and avid Saints fan, Jonathan, his wife Jennifer, and their two children, Walker (13) and Vera (10), live in Ocean Springs, and have enjoyed making the Mississippi Gulf Coast their home.
